THE Cebu City Development Council (CCDC) called for a special meeting yesterday supposedly to endorse the annual investment plan for 2013.
However, since the City Council had already approved the plan Mayor Michael Rama saw no need to tackle it.

Technically, the meeting was adjourned for lack of quorum.
